Still, it IS public knowledge that I'm an ex-con, so perhaps that's the reason why. [ at least, that's what he's hoping is the reason why. because why wouldn't people send him stuff??? ]

I don't know how this can give any answers, but certainly opens up more questions. What's the imPort/Native Cooperative Government Reform? Who are these "old guard" officials? And, most importantly, why hasn't anyone told us about the shift from police state government to democracy?

as for what you ought to do with it, well I'm afraid one of the more obvious answers is research.

Your local library? The Reform seems to be easiest option to research first, as it's an actual law.
